Objections by STOP in support of Monxton Parish Council to the recent Goodmans applications for the Andover Airfield

We would like to register the following objections to the planning permission as it stands:

- We object to the proposed heavy predomination of B8, which would deem the site a ‘Logistics Centre’, as opposed to the stated intention on the application of providing a ‘Business Park’. To remedy this we would request that there is more diversity of use on site, thereby offering a better range of employment opportunities to the working population of Andover, and encouraging our school leavers to work locally rather than forcing them to commute.

- We object to the lack of a working hours restriction on all units south-west of the Phase 1 unit. We request that a condition be imposed to restrict the working hours in these units in line with the restriction on construction traffic working hours as set out in the S106 agreement attached to the currently approved permission on the site. It seems only logical that if it is considered necessary to restrict the working hours of the construction traffic in order to minimise disturbance to the residents of Red Post Lane, then any other activity in this area at these times would also be liable to disturb these residents, so should also not be allowed.

- We object to the lack of provision for HGV drivers in the area. At the meeting between the Parish Councils,  Goodman and the Co-op on 13th October we were assured that there would not be a problem caused by delivery lorries, waiting to make their deliveries, parking up on local roads, or by drivers who had made their deliveries needing somewhere to rest. We would like confirmation that delivery lorries will be provided with sufficient place to park up, and that suitable facilities will be made available locally for the drivers. Of particular concern is the potential noise generated by lorries with refrigeration units , which was not a consideration in the existing permission.

- We object to the proposal that Unit 1 be allowed to achieve a BREEAM rating of only ‘very good’. Why is the developer not aiming to provide the highest quality of building with a BREEAM rating of ‘excellent’? A step towards this would be to include ground source heating and cooling systems.

- We object to the proposal to build a biomass plant, when in the Sustainable Energy Statement provided by the applicant it states that such a plant ‘depends heavily on the availability of fuel’, and yet admits that ‘Current supply of suitable fuel in the local area is restricting development of these types of installation’. We do not consider a biomass plant to be environmentally friendly if it requires large amounts of fuel to be delivered from a considerable distance on a daily basis.
