To: Mr Jason Owen, TVBC Planning Department I understand that final letters of objection to the Goodman’s application for a giant Tesco warehouse on Andover airfield have to reach you by August 6th. Although I have written before with objections I now do so once more in the light of new information about noise, all night operations, longer term expansion plans by Tesco for the site and the impact of a continuous HGV flow (figures now confirmed by the applicants) which will have a devastating effect on a four lane Trunk Road already subject to frequent tailbacks and jams. There can be no doubt at all that the all night operations planned by Tesco, with more than one HGV passing along the A303 every minute, will constitute a major deterioration in amenity for all those living in the vicinity. This includes residents in the Floral Way and Leyton Way areas as well as occupants of MOD housing in the neighbourhood who already find that they cannot sit in their gardens because of road noise, which will of course be multiplied and extended by the proposed Tesco traffic. Accumulated evidence from other giant retail warehouse distribution sites confirms that smooth operation of a scheme of this immense size and impact requires siting well away from all residential areas and proximity to Motorway standard roads. I note that Authorities elsewhere both prohibit all-night operations in the interests of local residents and also ban all HGVs from parking in lay-bys in their area. I hope that TVBC will specify, or has specified, that at least the same conditions must apply to all carriers, whether actual Tesco trucks or suppliers to the warehouse. Finally, it has to be repeated that the proposal for a single mega-structure of this kind, operating 24 hours a day and seven days a week, on the Andover Airfield is a direct departure from all previously advertised and agreed plans for the development of a balanced business park on the airfield site. The application should therefore be rejected as being patently disproportionate, environmentally highly intrusive and inappropriate in relation to the local transport infrastructure and highly damaging to the amenity of a large number of residents of Andover and the surrounding regions.
