AMENDED PLAN Re: CURRENT PLANNING APPLICATION 07/01951/OUTN from GOODMANS re: Andover Airfield Reasons to Object 1. Regarding the overall planning application 07/01951/OUTN (a) I object to the detailed permission due to the increase requested in B8 from 18,000 sqm (agreed in outline) to 80,000 sqm (b) I object to the outline permission requested due to an extra 23,000 allocation to B8 with the potential for more B8 usage as no occupiers are yet identified. 2. Regarding the amended plan – I object for the following reasons: (a) Inadequate noise assessment – no account taken of vehicles other than HGVs on site, based on a distribution centre one-third of the proposed site, reference to outdated standards, no account taken of refrigerated lorries on site – so it is not possible to determine whether the proposed acoustic barriers will be effective particularly as there is no independent assessment provided. (b) Revised Number Plate Recognition System (HGV routing and monitoring) inadequate, unrealistic and unproven – such a system cannot be effectively enforced, only 3 axle vehicles are to be monitored (2 axle & smaller vehicles excluded), inadequate and unproven technology in this environment, White List of prohibited routes and vehicles to be drawn up by the Management Company (no Planning or Public involvement or scrutiny & therefore ability to undermine the proposed traffic mitigation measures), control of vehicle movements via legal leaseholder agreements unrealistic, unenforceable and out of the control of planning and local council. (c) Major concern of Highways Agency (HA) re: HGVs leaving and joining & leaving the A303 not addressed – the proposed monitoring system does not ‘cap’ or stop HGVs entering or leaving – it simply monitors violations and therefore the HA ‘s concerns re: congestion and collisions remain; no access to records of HGV flows by the planning or local authority and no public scrutiny; no information on who will pay for this technology now or in the future; no information on effective enforcement; 4 violations to be allowed per 6 months, 4 too many based on HA serious concerns. (d) Revised Green Travel Plan inadequate, unrealistic & unenforceable - travel plan left solely in the applicant’s hands with the proposed control mechanism & penalty system via lease-holder agreement commercially unrealistic and unenforceable.
